Bns Neo localization issue

Hey guys, the bns neo is released in eu/na, I wanna to localize it(english to other language). So i use BnsDatTool to extract the neo local64.dat file and get the translation.xml
then i manully translated it to my own language and save as another localized.xml file. So how do I repack thie localized.xml file as dat again?

You can't encrypt dat files without encryption key OR use any dat files without sig bypass plugins and those dat wont work at all.
Until the modding community starts moving again, there might be hope
