yeah only premium member can access certain features before level 36 that's right.... it's to make people wanna buy prem

not that i know of no and some cut scenes can't even be skipped....

no they made it level 36 cause of some abuse event a while back..... so now people have to level chars to level 36 to use market and send mail etc..... just gotta roll with it there's no bypass

Right now it's hard to mod in UE4.... so you'll be waiting a long time. Gotta be patient.

you can't use bns buddy anymore with UE4 it legit doesn't work at all you have to wait for Version 6 whenever endless drops it.

honestly with UE4 coming so soon mods won't work anyways in like 2-3 months. There's plenty of good mods already out on forums and other places online you can grab and use.
